Two limits matter here. SIRENE gives you the entity, never the person, so the decision maker still has to be found. And the employee band is declarative and often stale on small structures. Use it to exclude, not to qualify.
Situation three, you want companies that have not chosen a supplier yet
Query the monthly company creation data. A business in its first months buys almost everything for the first time, an accountant, a website, a brand, an insurance policy, a point of sale. Later, the supplier list is set and displacing an incumbent costs three times the effort.
